Ice maker not working?

I have a Frigidaire FRS26ZR side by side refrigerator. The ice maker has completely stopped making ice. I removed the ice maker & did not see anything visibly wrong. I did notice that the inlet tube that fills the ice maker was plugged with ice. I used hot water & cleared the plug. I left the front cover off the icemaker & reinstalled it. I made a couple of marks on the exposed plastic gears so I could see if they are moving. After a couple of hours they are in the same position. If the water inlet valve is defective, will the ice maker still go thru the motions of making ice?
